Municipal Service Partnerships (MSP)
The SPCA of Luzerne County has provided and expanded our services free of charge to all municipalities in Luzerne County for the first 61 years of our existence. Over the last few decades, the cost of doing business has risen substantially, it became increasingly obvious that in order to afford caring for the thousands of unwanted, abandoned, and often abused animals that come through our doors each year we would have to have financial support from the municipalities we were serving. Our Municipal Services Partnerships took effect in 2018. The Municipal Services Partnership is a collaboration between the SPCA of Luzerne County and each contracted municipalities within Luzerne County. This agreement solidifies the equitable split of the cost associated with the housing, care and re-homing programs of stray, domestic companion animals as mandated by state law PA Dog Law 459-302.

With or without a Service Partnership Your SPCA continues to provide the following services for residents of Luzerne County:
- Acceptance of all surrendered owned animals.
- Response to complaints of abuse and neglect by our team of Humane Police Officers.
- Access to our feline Spay/Neuter Assistance Program for eligible owners.
- Access to our Humane Education programs for children and adults.
- Access to our community service volunteer opportunities.
- Access to end of life services for our beloved Pets.
